UK-headquartered ATOME has officially reached a final investment decision (FID) on its US$665m Villeta green fertiliser development in Paraguay. With FID secured, construction of the 120MW electrolysis plant is set to commence shortly, targeting full commercial operations by October 2029.
Utilising 100% renewable baseload hydropower, the facility will manufacture 260,000 tonnes of low-carbon calcium ammonium nitrate per year. The project's entire production volume is already locked in via a 10-year binding offtake agreement with Yara International.
Villeta marks a global milestone as the first industrial-scale plant of its kind to achieve FID without relying on government subsidies. The project is fully financed through a US$245m equity package led by the Hy24 clean hydrogen fund, combined with US$420m in debt financing from a consortium of international development banks.
